Spire Consultant, Nour Bouhou, PhD was recently elected as the new Vice President (VP) of AACE International (AACE) San Francisco Bay Area Chapter. Dr. Bouhou joined AACE in 2014 with the Central Texas Chapter. Shortly after, she rose to the rank of Treasurer for the 2014-2015 term and then Vice President for the 2015-2016 term. She then transitioned to Spire San Francisco office in early 2016 and joined the San Francisco Bay Area Chapter where she led the Education Committee and Scholarship Program for engineering and construction management students from non-ABET accredited universities. As the 2018-2019 Chapter VP, Dr. Bouhou will be managing guest speakers and leading Chapter meetings.

Spire will be attending the 2018 AACE International Conference & Expo that will take place at the Manchester Grand Hyatt in San Diego, CA from June 24-27. AACE’s conference brings together the industry’s leading cost professionals in a forum focused on learning, sharing, and networking. Over 100 hours of technical presentations will take place to discuss ways to better manage, plan, schedule, and implement technology for more effective and efficient business practices. Spire’s Managing Principal, Anthony Gonzales, Associate Principal, Michael Nosbisch, CCP, PSP, FAACE, Managing Consultant, Jesus Schuldes, PSP, and Consultant Nour Bouhou, PhD will be in attendance.

AACE Past President (2011-2012), and recent Chair of the AACE Education Board, will conduct two presentations at the conference. First, he will lead a two-day refresher course titled “A5: Planning & Scheduling Professional (PSP) Certification Exam Prep” on June 22-23. The two-day seminar will take place in the Harbor Tower on the third floor. It will provide a good review of planning and scheduling principles and techniques, and is intended as a refresher for individuals preparing to take the PSP certification exam. As such, it is not meant to replace years of scheduling experience in the field, but rather should be considered as a component of the preparation recommended for success. The seminar will provide a good review of planning and scheduling principles and techniques that can be built upon by additional project-based experience.

On Tuesday, June 26 from 10:15 AM to 11:15 AM, Mr. Nosbisch, CCP, PSP, FAACE will present on how a formal earned value management (EVM) system can be applied in support of a construction project. The “Implementation of an EVM System” presentation will take place in the Regatta conference room located on the fourth floor. In addition to clarifying inherent nuances related to the terminology, this presentation will analyze the applicability of EVM systems in support of different types of projects. Mr. Nosbisch, CCP, PSP, FAACE will draw from his previous experience and discuss lessons learned along with suggested practices that can be leveraged by contractors, consultants, and project owners.

Nour Bouhou, PhD will be presenting on June 24, 2018 at 4PM on “Evaluating Project Performance Using Baseline Schedules” in the Coronado D conference room located on the fourth floor. Dr. Bouhou will evaluate and identify a variety of project schedule indicators to determine whether a correlation exists between project performance and the project baseline schedule. Construction projects may be impacted by flawed baseline schedules that produce unreasonable forecasted completion dates. Accordingly, the development of a reasonable baseline schedule is a challenge for construction professionals. Dr. Bouhou will provide guidance to schedulers in developing reasonable baseline schedules and focus on critical indicators to anticipate project performance.
