Mr. Anthony Gonzales has provided construction engineering consulting services on more than 200 projects totaling $30 billion across 15 countries. His expertise is in developing, monitoring, and analyzing effective construction processes.
Dr. Nour Bouhou specializes in scheduling and change order evaluation, schedule delay analyses, productivity impact assessments and damages quantifications. She worked on large scale mixed-used projects, domestically and abroad, as well as military projects requiring DoD cost-loaded schedule reporting and time impact analysis requirement.

Mr. Gonzales and Dr. Bouhou will present a quantifiable metric to identify labor shortage conditions in the construction industry and provide insight on how to forecast labor availability using historical data, which can help contractors plan for forecasted labor shortage conditions and undertake preventive measures.
Spire’s experts will share their experiences with projects that encountered labor shortages issues by discussing two cases where Spire was retained by the contractor and the owner. The presenters will describe how the contractor identified the occurrence of a labor shortage condition and how that impacted the project performance. They will also discuss how Spire validated or refuted the contractor’s allegations related to the impact of labor shortages on project delays.
