Project Detail


The Carrollton Water Power Plant OSP-4 project was one of 15 storm-proofing projects in New Orleans funded by the U.S. Army Corps of Engineers (USACE). The goal of these projects was to strengthen the existing facilities to maintain operational capabilities during extreme storm events. The OSP-4 project consisted of storm proofing the existing buildings at the Carrollton Water Power Plant, which included the Gas Compressor Building and Power Complex Building. The storm proofing measures to be performed by the Subcontractor on the Project generally consisted of ties installation, grouting and spiral wall ties (material) work and coring and reinforcing steel (material) work for the Gas Compressor, Plant Frequency, and Power Complex buildings. Upon receipt of the Notice to Proceed, the Subcontractor was contractually required to achieve final completion by March 21, 2012. However, the Subcontractor incurred numerous delays throughout the Project and did not achieve the final completion date. The Subcontractor stopped work on the Project in September 2012 in accordance with USACE’s descoping directive of the Contractor. In addition, USACE directed the Contractor to cease all core drilling activities, and the Contractor terminated the Subcontractor from the Project. During the course of the Project, disputes arose between the Contractor and Subcontractor regarding the contract terms, scheduling of the work, change conditions regarding interior wall repairs, unforeseen in-wall obstructions, and dust control. Spire was retained by the Subcontractor to review the report issued by the Contractor’s expert regarding the Subcontractors work. Conduct an independent schedule analysis of the Subcontractor’s performance period.
