Texas Southmost College Cost Audit and Process Review
Spire assisted Texas Southmost College (TSC) by performing a construction cost audit and analysis of the overall project management and controls process during several of their recent bond projects. The cost audit and financial management review of each project included the analysis project funding allocations, budgets, expenses, reconciliations, total project costs and final payments.
In addition, Spire’s consultants conducted an analysis of the overall project management and controls process from the development and project planning phases to the final close out processes. This included the review and analysis of the procurement solicitation processes, contracts, plans and specifications, shop drawings, submittals, value engineer sessions, change orders, claims/legal issues, final inspection and acceptance, project close-out and warranties.
Spire’s analysis provided recommendations for corrections and/or enhancements in order to improve TSC’s project controls and financial management processes in the future.
