The Society of American Military Engineers (SAME) San Francisco Post held their 2017 Small Business Forum on September 7, 2017 at the Oakland Marriott City Center. Michael Simpson, Director of Operations at Spire Consulting Group, joined a distinguished panel of civil engineers to discuss issues facing small businesses trying to contract with the Federal Government. In addition to Mr. Simpson, the lunch panel included Han-Bin Liang, PhD, PE, President / Owner of WRECO and Darrell J. Huckabay, PE, Vice President of MDE Engineering.
The small business panel opined on construction start-ups, implementing a mentor protégé agreement (MPA) with the Small Business Administration (SBA), and how to get the most market intelligence from government websites and databases. Mr. Simpson spoke about the MPA process in detail, including the requirements by both parties, the pros and cons of the All Small program versus the SBA 8(a) program, and the timeframes required to complete the agreement. He then fielded questions from the audience.
