Todd Cozolino

With over 20 years of experience, Mr. Cozolino is a seasoned construction engineering professional with a diverse background in program and construction management, design management, contracts and claims, progressive project delivery, process management and dispute resolution. He specializes in budget management, schedule oversight and analyses, personnel management, risk assessments, productivity evaluations and claims avoidance. He also has extensive experience as a program and project manager for educational capital programs which total more than $30 billion in value.

Mr. Cozolino currently leads Spire’s Capital Advisory, Project and Construction Management, Project Controls and Dispute Resolution Practice in Southern California. He provides full program and project lifecycle advisory and management services to public and private clients across all industries. In addition, he assists clients involved in complex construction related disputes by performing expert claim evaluations and support services such as delay and critical path schedule analyses, productivity evaluations, risk assessments and modeling, document review and coding.
