In response to Superstorm Sandy, Hurricane Irene, and Tropical Storm Lee, the State of New York created the NY Rising Housing Recovery Program, which assisted property owners impacted by the storms by utilizing Federal Housing and Urban Development (HUD) funding in the repair and resiliency improvements. This $4.4 billion project includes four phases (design, procurement/bid and award, construction, and close-out).
Spire is providing critical program management, quality management, and project delivery advisory services in the administration of the program. In addition to organizational process improvement, evaluation, and metrics development, Spire professionals are assisting in developing a construction project delivery program, including process design, document development, reporting, decision-making facilitation, and outside counsel coordination in contract document creation. Spire is also responsible for compliance of billing, invoices, change order cycles, issued work orders, notice to proceed, bid tabulation, and bid review. Spire is conducting quality assurance on final close-out documents, including municipality inspections. Spire consultants ensure construction safety compliance/deficiencies with inspectors on 180+ sites, ensure contractual diversity compliance including MWBE/WBE/SDVOB, and ensure contractual compliance of all prime contractors and subcontractors.
Spire’s efforts have and are continuing to result in effective oversight of the program and allocation of federal funds.
