Spire was engaged by Samsung Engineering to conduct a market analysis for a hydrocarbon engineering, procurement, and construction (EPC) project execution in the Texas and Louisiana markets and to provide guidance on a variety of issues related to the execution. The analysis included the assessment of current economic conditions in the construction industry and hydrocarbon market, research into a variety of governmental regulations and permitting requirements, and a review of current industry best practices for safety, change management, and dispute resolution. Specifically, Spire’s scope of work included the following: providing a general outlook for construction in the hydrocarbon industry over the next 3 years; analyzing issues related to the cost and availability of labor in various disciplines, including impacts of unionized labor; assessing the current cost and availability of local materials as well as their projected escalation rates over the next several years; providing information on relevant governmental environmental regulations and permitting requirements for project execution, including air quality, water quality, and sanitary sewage disposal; reporting on the construction permitting processes for industrial projects in several representative counties in Texas and Louisiana; documenting regulations and restrictions in the United States for bringing in foreign workers; and providing guidance on best practices for safety, change management, dispute avoidance, and alternative dispute resolution.
