The $3.9-million Somerset Early Childhood Center project in Somerset, Texas included the site development and construction of a single-story prefabricated metal structure and roof with a slab-on grade foundation, brick veneer and exterior insulation and finish system (EIFS) exterior. Designed to be a children’s educational facility, the 58,000-square-foot project consisted of administrative offices, classrooms, library, cafeteria, kitchen, computer room, teacher’s lounge, and parking lot.
Spire Consulting Group, LLC was engaged to address certain construction issues that occurred, and provide an opinion regarding various parties’ performances of the work on the project. Spire performed a damage assessment, construction defect analysis, and causation analysis to assess liability and damages for the cost of Somerset Independent School District’s (SISD’s) remediation efforts. The assessment primarily focused on the Contractor’s mismanagement of the project and failure to identify other construction deficiencies (that contributed to the need for $2,475,488 in remediation work) on the project.
Based on review of documents produced to date, interviews with various parties associated with the project and a site visit, Spire determined that a substantial component of the alleged deficiencies observed upon completion of construction of the project are a result of the contractor’s failure to meet their contractual obligations to Somerset Independent School District.
