In May 2013 the U.S. Army Corps of Engineers (USACE) awarded a contract to Herai Alpha Construction Consultancy and Engineering Company (HACC&E) for the design, site adaptation, and construction of a Forward Area Arming and Refuel Point (FAARP) in Afghanistan. The original contract price was $10.4 million. The Project was required to achieve a contract completion date (CCD) of September 17, 2014 (within 450 calendar days of Notice To Proceed). Numerous delays occurred during the Project and the substantial completion date was not achieved. A dispute occurred between USACE and HACC&E resulting in the termination of HACC&E in May 2014.

Spire was retained by HACC&E to provide opinions regarding issues related to the dispute. Spire submitted a report of findings in relation to the dispute between USACE and HACC&E in January 2017. As a result of Spire’s expert report, the USACE decided to settle the case.
