The Garabito 200MW Power Plant project in Puntarenas, Costa Rica, which is now the largest power plant in Costa Rica, consists of 11 medium-speed diesel engines with an installed capacity of 16MW to 20MW each. The $285 million plant includes a powerhouse, pump house, firefighting system, chemical laboratory, and unloading station building.
Spire’s consultants provided schedule delay and construction claims services on behalf of a subcontractor. Spire’s scope of work consisted of a schedule delay analysis, cost and change order analysis, productivity analysis, and quantification of damages. These analyses included review and evaluation of change orders, schedules, and additional contemporaneous documents. Spire evaluated and quantified delays and acceleration efforts incurred during the project through a time impact analysis (TIA). Spire also performed a Measured Mile Analysis to determine the loss of productivity.
As a result, the client was provided with recommendations on how to effectively plan, sequence and staff its project and included guidelines for schedule delays, change orders, and assessments of damages.
