Spire worked with Los Angeles Exposition Line Construction Authority to assist with technical aspects of a performance audit of Phase I of the Mid-City/Exposition Light Rail Transit Project. Phase I was approximately 10-miles long extending from downtown Los Angeles to Culver City with 11 stations. Phase II will extend from Culver City to Santa Monica.
The purpose of the performance audit was to ascertain how certain departments of the City of Los Angeles were performing in the support of design and construction services for the Exposition Metro Line Project and to review design changes submitted to the Authority by the Phase I design-build contractor to determine if appropriate procedures for preparing, reviewing, and submitting change orders were being followed and to audit performance under the change orders.
Spire assisted with the technical aspects of this engagement, including document review, interviews, cost and schedule audits, and construction policy, procedure, and performance evaluations. The first technical review consisted of the performance evaluation of the selected City of Los Angeles departments in the design and construction support provided to the Expo Light Rail Project. For the selected five submittals, Spire conducted a technical review to determine if the overall level of effort provided for by the City of Los Angeles was adequate. In addition, Spire evaluated the technical performance of the joint-venture contractor in the design and construction support provided to the Expo Light Rail Project. For the selected five change orders, Spire conducted a technical review to determine if the overall level of effort provided by the contractor was adequate.
As a result of Spire’s efforts, the client was able to properly execute the project, and determine if the overall level of effort provided by the contractor was adequate.
