Spire’s consultants were responsible for the implementation and oversight of the program cost and schedule system on behalf of the owner, the Parkland Health & Hospital System. The $1.27 billion hospital replacement and new campus program consists of 2.5 million square feet and included the addition of an 862-bed adult inpatient hospital, outpatient center, parking and central utility plant and logistics building. The program resulted in a 38 percent increase in bed space compared to the previous facility.
Spire’s responsibilities included the development and alignment of staff, best practice guidance, procedures for program controls and IT systems integration. In addition, our consultants oversee the program controls team that deals with budget, cost, schedule, procurement, logistics and constructability issues with two major national design firms and three major construction groups on a daily basis.
Spire’s consultants also worked with each contractor and consultant to develop the detailed work breakdown structure for the program master schedule. This detailed plan enabled a high degree of visibility for the client and cost control over the schedule of values.
In addition, Spire supported the project controls manager by performing monthly daily delay measures and providing reports indicating which activities are experiencing the most delay each month. This information was used by the project team to proactively identify and mitigate potential schedule issues in a timely manner.
As a result of Spire’s efforts, the project was delivered on time, under budget and recognized as a top project by Engineering News Record (ENR ) magazine.
